What Is a Transfer Certificate — and Why Russia Demands It Translated
A Transfer Certificate (TC) — also called School Leaving Certificate or Conduct Certificate — is issued by your previous school when you leave to join a new institution. For MBBS in Russia, it proves you completed your schooling and are eligible to enrol. Every Indian state board — Kerala, Tamil Nadu, Karnataka, West Bengal, Maharashtra, UP — prints it only in the regional language.
Russian universities do not read Malayalam, Tamil, Telugu, Bengali, or Hindi. They require a notarized translation — and for many institutions, that translation must be into Russian, stamped by a notary who works in Russian (HSE University explicitly states this).
