What IRCC actually requires in 2026 — and why the foreign "sworn" route fails
IRCC requires a certified translation for every foreign-language document in any application — Express Entry, PNP, study permit, work permit, citizenship, sponsorship, family-class. The translation must be complete (every word, stamp, seal, handwritten note, margin), typed, and accompanied by a signed translator declaration with the translator’s full name, contact details, language pair, accuracy statement, and certification status.
Canada accepts two routes. Route 1: translator is a member in good standing of a recognised provincial association — ATIO in Ontario, OTTIAQ in Quebec, STIBC in BC. Their certification statement on the translation is sufficient. Route 2: any qualified translator whose work is accompanied by a sworn affidavit before a Canadian notary or commissioner of oaths. IRCC explicitly excludes translations by the applicant, family members, business partners, or anyone with a personal interest in the application — even when the family translator is fully certified.

A Pune-based software engineer submitted an Express Entry PR file with a translation his sister had done. His sister was an ATIO-certified translator in Toronto — but IRCC’s rules explicitly exclude family members. The file was returned; the engineer lost 8 weeks and had to commission a fresh translation from a non-family ATIO member.
What IRCC requires for every translated document
- Complete rendering — every word, every stamp, every seal, every handwritten note, every margin annotation on the original.
- Translator declaration — signed statement of accuracy, language pair, date, translator name and contact details, certification number.
- ATIO / OTTIAQ / STIBC certification (Route 1) — membership number, valid stamp, in good standing.
- Sworn affidavit (Route 2) — sworn before a Canadian notary or commissioner of oaths when no certified translator is accessible.
- Original or certified copy attached — the translation alone is treated as incomplete. Bundle with a clear scan of the original.
- No family / no self / no business-partner translations — explicit IRCC exclusion.
- Typed, not handwritten — handwritten translations are rejected by IRCC and WES.
WES, IQAS, ICES, CES, and ICAS all follow the same Canadian model. They do not accept juramentada, vereidigt, przysięgłe, traduzione giurata, or any other country’s sworn / court-certified translation.
How to get your Express Entry file certified — step by step
List every foreign-language document
Degree / transcripts / marksheets, marriage certificate, birth certificate, police clearance, reference letters, language test reports — anything not in English or French.
Get original or certified true copy

Does IRCC really require a certified translation of every foreign document?
Yes. Express Entry, PNP, study permit, work permit, citizenship, sponsorship — any document not in English or French must be accompanied by a certified translation with a signed translator declaration.
Can my cousin — who is an ATIO-certified translator — translate my file?
No. IRCC explicitly excludes family members and anyone with a personal interest in the application, even when they are fully certified. Use a non-family ATIO / OTTIAQ / STIBC member.
Is a sworn translation from India / Germany / Brazil accepted?
No for WES, IQAS, ICES, CES, ICAS. They follow the Canadian model and reject juramentada, vereidigt, przysięgłe, traduzione giurata, etc. IRCC accepts foreign sworn translations only if accompanied by a Canadian affidavit.
What if no ATIO-certified translator is available for my language pair?
Use Route 2 — any qualified translator whose work is sworn by affidavit before a Canadian notary or commissioner of oaths. The affidavit confirms the translator’s competence and the translation’s accuracy.
Do I need to translate the back of every document?
Yes. IRCC expects full rendering — back-side stamps, seals, signatures, and handwritten notes. Missing back-side stamps is a top reason files are returned for redo.
How much does Express Entry translation cost?

Does WES translation cost more than IRCC translation?
WES follows the Canadian certified model — same per-page rate. WES is stricter about word-for-word accuracy and exact degree title / grade rendering.
