What is a Police Clearance Certificate — and why UAE added it in 2026
A Police Clearance Certificate (PCC) — also called a Good Conduct Certificate — is an official document issued by your home-country police or passport authority confirming you have no criminal record. From 16 June 2026, the UAE’s Federal Authority for Identity, Citizenship, Customs & Port Security (ICP) requires a PCC for new work visa and entry permit applicants from 45 nationalities, phased in over Jun / Aug / Nov 2026.
Phase 1 (16 Jun 2026) includes India, Pakistan, Nepal, Egypt, Bangladesh, Sri Lanka, Philippines, Lebanon, Ghana, Morocco, Afghanistan and 12 more. Phase 2 (15 Aug 2026) adds Bangladesh, Nigeria, Philippines, Sudan, Tunisia, Colombia, Zimbabwe, Cyprus, Albania, Mauritius, Fiji. Phase 3 (15 Nov 2026) adds China, Belarus, Georgia, Iran, South Africa, Serbia, Slovenia and more.

What ICP actually requires in 2026
- PCC from home country — must be issued by the competent authority in your country of nationality (Passport Seva for Indians, MOI for Egyptians, etc.).
- UAE Embassy / Consulate attestation — by the UAE mission with jurisdiction over the issuing country (e.g. UAE Embassy in New Delhi for Indians).
- UAE MOFA attestation — final stamp inside the Kingdom through the Enjaz portal (SAR 30/document, 1–3 working days).
- MOJ-certified Arabic translation — by a UAE Ministry of Justice-licensed translator, AFTER attestation. Translating before attestation invalidates the seal.
- Recent issuance — typically ≤3 months from issue; older PCCs are rejected as stale.
- Exact name match — GDRFA systems match PCC characters against passport data; "Mohammad" vs "Mohammed" triggers an automatic flag.
A PCC in Hindi, Urdu, Tagalog, Bengali, or Amharic is never accepted directly. ICP processes only Arabic and English, and only when the Arabic carries an MOJ translator’s stamp.

Obtain PCC from home-country authority
Indians apply via Passport Seva (police clearance → biometric → 10 working days). Egyptians via MOI. Nigerians, Filipinos, Pakistanis via their respective passport/police offices.
UAE Embassy / Consulate attestation
Submit the original PCC to the UAE mission with jurisdiction over your country of nationality. For Bhutan applicants: attest through UAE Embassy in New Delhi. For Gambia: through UAE Embassy in Senegal.
MOFA attestation inside the UAE
Submit through the Enjaz portal (mofa.gov.sa) or via a typing centre. Fee SAR 30/document; 1–3 working days. The MOFA stamp is the final seal before translation.
